On April 8, 2014 the Verkhovna Rada of Ukraine adopted as the base the Law of Ukraine "On Amendments to the Law of Ukraine "On Higher Education", Reg. № 1187-2, taking into account the suggestions and regulations of alternative bills, the author of one of them is the people’s deputy of Ukraine Grygorii Kaletnik.

A good sign was that the bill was voted by 230 deputies of Ukraine, which is a good news for students and the teaching staff of all the higher educational establishments of Ukraine.

It should be noted that the bill contains regulations that in some way determine the directions of integration into the global scientific and educational environment, the autonomy of higher educational establishments, democratization of the universities’ governance, providing of the quality assurance of education.

Higher educational establishments will receive the right to self use of income received from paid services; use of property transferred to the operational managment; use of certain rights on objects of intellectual property created by a higher educational establishments as a result of scientific, scientifically technical activity; opening of accounts, including deposits, in national and foreign currencies; purchase of goods and services from appropriated funds of higher educational establishments without tender procurement; use by state and municipal universities relevant budgets and other funds for the construction, renovation and capital repairs; conduction of basic and applied research; permanent land use that can not be removed without the consent of the university; priority financing of the acquisition of modern scientific and educational equipment, computer programs, etc.

Also, the new law will be focused and how to make the national education system open to the world in order to provide access for ukrainian teachers and students to the huge opportunities offered by the world today. The law should provide qualitative higher education for all, improve the ability of graduates to employment, as it becomes more and more actual.
