To the consideration of the people's deputies were introduced a number of bills including the draft Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine regarding the right to lease agricultural land for agricultural use for running marketable agricultural production", Reg. № 4109, the author is the people's deputy of Ukraine Grygorii Kaletnik.

Grygorii Kaletnik noticed that today a great amount of agricultural land inUkraineis concentrated in agricultural holdings. Many of these business groups are intended to further increase of the size of the land bank.

In most cases, agricultural holdings are registered in the regional centers and the capital, where they pay taxes. Tax and other bills do not come into the local village councils. No funds are invested in developing and maintaining of social infrastructure of the village, which was realized by agricultural enterprises (roads, kindergartens, schools, cultural centers etc.).

All this leads to the aggravation of social and economic crisis in the village: small agricultural enterprises stop their existence; farmers are losing jobs and so on.

He expressed: “We need to stop the formation of such monopolies, which are negatively perceived by people as in the villages and in the regions. This is possible by fixation of taxation of such enterprises and creation of the efficient procedure for their registration at the place of location of land. This will increase money income to local budgets”.

It should be noted that the people’s deputies of Ukraine – members of the Committee supported the proposal.

Therefore, during the discussion, it was unanimously decided to develop a new more detailed bill, involving the researchers, community councils, which would help to regulate the relationship between agriholdings and rural population.
