On March 3, 2014 the people's deputy of Ukraine Grygorii Kaletnik introduced to the consideration of the Verkhovna Rada of Ukraine a draft Law of Ukraine "On Amendments to Article 122 of the Land Code of Ukraine».

The statement of the Article 122 of the Land Code of Ukraine does not contain a clear separation of powers between the central executive authority body and it’s regional bodies regarding the disposal of agricultural land, which are state-owned. This has created legal uncertainty as to which authority the citizens of Ukraine should address to get to use such land.

That’s why, on March 3, 2014 the people's deputy of Ukraine Grygorii Kaletnik introduced to the consideration of the Verkhovna Rada of Ukraine a draft Law of Ukraine "On Amendments to Article 122 of the Land Code of Ukraine to clarify the powers of the central executive authority body that implements the state policy in the field of land relations", Reg. № 4286 from 26.02.2014.

The bill offers to dispose agricultural land of state property directly by territorial executive authority bodies in the sphere of land in the region: in districts, towns, cities.

This will simplify the procedure of transfer to ownership or lease of state-owned agricultural land for people, because it can be done locally. Also, it will increase state budget revenues due to growth of revenues from rent.
