Yesterday, for participation in the session of the Parliament on Bankova Street registered 244 people’s deputies. Changing of the hall wasn’t conducted for unanimously voting for issues which were discussed on the agenda.

Proof of this is that not for all the draft bills we have received the required 226 votes "for". However, according to the results of discussion of the agenda, one draft bill was send to the Committee for preparation to the repeated first reading; another – was returned for revision to the subject of law of legislative initiative, and four draft bills – were completely rejected.

Thus, according to the results of voting, was rejected the draft bill on amendments to paragraph 12 of Chapter VI "Conclusive and transitional statements" of the Budget Code of Ukraine (concerning the financing of an experiment in the sphere of health care). This means that all the people’s deputies who were present at the meeting took full responsibility in discussion of the draft laws.

The main aim of the project was to change the proportion of appointment of additional grants (dotations) between the local budgets of pilot regions, namely to define that to the budgets of cities of regional significance and the budgets of districts the dotation is counted, which is not more than 25 % (at the current rate - 75 %) and less than 75 % are to be left for regional budgets of these pilot regions (current rate - 25%).

The health care reform experiment that was conducted in four regions of Ukraine has caused a lot of problems that should to be solved. As the majority deputy, who knows problems of my electoral region,  I think that it is wrong to allocate 75% of the budget funds to the regional level, and only 25%  -  to districts, as most people who need medical treatment live in villages.

Members of the Parliament also discussed and adopted as a basis the draft law on amendments to Article 1 of the Law "On pensions for special merits to Ukraine" regarding the pension for parents, who raised five or more children (registration number 1244) and a number of other bills.

Yet, I believe that today's meeting of the Parliament in the committee’s hall on Bankova Street was not a right decision.

We should return to the hall of the Verkhovna Rada and to hold meetings there. Meeting of the Parliament in the other hall caused a lot of work inconveniences as the room wasn’t equipped with the necessary techniques and counting of votes wasn’t occurred automatically. Because of these reasons, we spent more than 5 hours reviewing the issues that had been raised on the agenda.

The opposition is acting in a wrong way by blocking the work of the Parliament, but we, the majority, has to look for a compromise and common solution of the problem.

My point of view is that we shouldn’t try to look for another place to hold a session of the Parliament, but by the way of negotiations with the opposition and consolidated work of the people’s deputies adopt important laws.

Otherwise if 443 people’s deputies cannot find a common language with each other, then what our voters will think about us?

How can we say that Eastern and Western parts of Ukraine should be together and Ukraine should be strong, united and unitary state?
