In February the 5th, 2013 the Chair of the Committee on Agrarian Policy and Land Relations of the Verhovna Rada of Ukraine Kaletnik Grygorii Mykolayovych and his First Deputy Chairman Labaziuk Serhiy Petrovych had a meeting with an Ambassador of France in Ukraine Alain Remy.
During the meeting they exchanged their views concerning the internal political situation in Ukraine, including the events connected with the opening of the regular session of the Verkhovna Rada of Ukraine.
The deputy emphasized that he personally and the faction "Party of Regions" are fully ready to support the initiative of the opposition concerning the introduction of the touch button system "RADA". However, there are many technical issues that do not allow starting up such a system. It needs some time for running and the Parliament should already start their work and make urgent decisions.
Meanwhile, Grygorii Kaletnik paid attention of French diplomats on that behind the position of the parliamentary minority of blocking the work of the Verkhovna Rada stands something more than just a "touch button". By the way, a similar situation can be seen in the work of the Committees of the Verkhovna Rada - the opposition does not want to work on important draft laws.
The French Ambassador Alain Remy, expressed some anxiety concerning this situation, as the beginning of the work of the Verkhovna Rada is a signal for the international community about what is happening in the country. This is connected with the appropriation of the credit resources of international financial institutions, involvement of investment resources, technical assistance etc.
According to the words of the French Ambassador, the problem of personal voting is typical for all the Parliaments including the French, as parliamentarians can work with voters in the districts, conduct special meetings, participate in various activities and so forth. However, he stressed that existing corresponding rules offen solve the given problem and the Parliament begins to work.
During the meeting both sides discussed a number of issues related with the development of the agricultural sector of Ukraine.
The deputy paid attention of French diplomats on that Ukraine actively introduces reforms in agricultural field, adopts a number of laws and next in turn is introduction by the Parliament a number of the draft laws which will significantly improve the working conditions and efficiency of all businesses enities in the agricultural field.
Grygorii Kaletnik emphasized that Ukraine and he personally understands the obligation of observance of such conditions for active investments into agricultural sector, as the transparency and clearness of the system. Therefore, he directs his work on the development and implementation of appropriate mechanisms and procedures.
During the meeting they exchanged with their opinions concerning the main directions of the development of agricultural field, land market, improvement of the legal and normative basis and the role of investors in socio-economic development of rural areas.
The sides discussed a number of the current problems in the agricultural field of Ukraine and ways of their solution, in particular on the formation of the prices for some agricultural products, usage of the indexation factor of normatively – monetary valuation of the soils, of social aspects of the development of village.
Grygorii Kaletnik noted that he considers cooperation with the France in the agricultural field as one of the main foreign economic priorities and underlined the similarity of these fields in both countries. He noticed that a lot of norms, which were adopted in Ukraine or which are in the process of the development (particularly in the field of land legislation), were taken from French legislation.
In its turn, representatives of the French embassy underlined the necessity of expanding of mutually beneficial cooperation with our country. French side expressed interest to expand further cooperation with the Committee on Agrarian Policy and Land Relations.
Extraordinary Ambassador of France in Ukraine Alain Remy thanked for such a meaningful representation of the realities of agricultural sphere of Ukraine and underlined that he is ready to continue cooperation with Ukraine with the help of common meetings and business trips to the districts of our country.
